{"id":24521,"date":"2015-10-02T11:11:25","date_gmt":"2015-10-02T14:11:25","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=24521"},"modified":"2015-10-06T15:19:59","modified_gmt":"2015-10-06T18:19:59","slug":"popular-committee-launches-dossier-on-violations-of-the-right-to-sport","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=24521","title":{"rendered":"Popular Committee Launches Dossier on Violations of the Right to Sport"},"content":{"rendered":"<p style=\"text-align: right;\"><strong><em><a href=\"http:\/\/bit.ly\/1FV75Ko\" target=\"_blank\">Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/a><\/em><\/strong><\/p>\n<p>Last Tuesday, September 22, the <a href=\"http:\/\/bit.ly\/1p58Mry\" target=\"_blank\">Popular Committee for the World Cup and the Olympics<\/a> launched a new <a href=\"http:\/\/bit.ly\/1OakYqX\" target=\"_blank\">dossier on the violation of the right to sport<\/a>, documenting this aspect of what the Committee argues to be an Olympic legacy of <a href=\"http:\/\/bit.ly\/1NOrIKU\" target=\"_blank\">exclusion<\/a>.<\/p>\n<p>The presentation of the dossier on September 22 kicked off with an introduction by Demian Castro, member of the <a href=\"http:\/\/on.fb.me\/1e5YuIa\" target=\"_blank\">Popular Committee<\/a>, and the screening of four short documentaries outlining the dossier&#8217;s content. A discussion followed with a panel comprised of Gilmar Mascarenhas, geography of sport professor at Rio State University (UERJ), Alessandro Zelesco from the <a href=\"http:\/\/on.fb.me\/1N7WPAX\" target=\"_blank\">SOS Lagoa Rowing Stadium movement<\/a>, Solange Chegas do Valle, president of the <a href=\"http:\/\/on.fb.me\/1YTKELS\" target=\"_blank\">Association of Athletes and Friends of the C\u00e9lio de Barros Athletics Stadium<\/a> and Edneida Freire, a professional athletics coach working with children at the C\u00e9lio de Barros Stadium.<\/p>\n<p>In his introduction, Castro criticized the International Olympic Committee (IOC) for its focus on generating profits for partner companies and sponsors rather than\u00a0promoting sports inclusion. According to Castro, the IOC\u2019s requirements for an Olympic host city call for the unnecessary re-building of infrastructure and the privatization of sports facilities that were previously open to the public. Contextualizing Castro\u2019s claims, Mascarenhas provided a historical backdrop, describing how\u00a0the <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympic Games<\/a> have been an elitist event since their\u00a0creation in the 19<sup>th<\/sup> century, and how they have since\u00a0evolved into a commercial enterprise which sees\u00a0sport as a spectacle to be consumed. Interestingly, he added that only now&#8211;thanks to the work of activists in Rio&#8211;the IOC\u2019s demands and costs are being reconsidered for the 2020 Olympics.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/panelbo.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-24524 size-content\" title=\"The panel discuss the violation of the right to sport at last Tuesday's dossier launch\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/panelbo-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/panelbo-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/panelbo-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>What is increasingly viewed as an\u00a0unsustainable Olympic model has negative impacts for sports professionals. Solange Chegas do Valle and Edneida Freire shared personal stories of despair and indignation when the C\u00e9lio de Barros Stadium, a public athletics facility, was shut down for renovation works and never reopened. As a result, many young athletes lost their practice space and access to an activity that, as Freire said, had the potential to change their lives. With tears in her eyes, Chegas do Valle said, \u201cWe are being punished for hosting the Olympic Games here in Rio.\u201d<\/p>\n<h3><strong>The dossier<\/strong><\/h3>\n<p>Under the title \u201c<a href=\"http:\/\/bit.ly\/1OakYqX\" target=\"_blank\">Dossier on the Violation of the Right to Sport and the Right to the City: What about the Sporting Legacy of Rio de Janeiro\u2019s Olympics?<\/a>\u201d, the Popular Committee&#8217;s latest publication explores the links between the marketization of the city and the hosting of sporting <a href=\"http:\/\/bit.ly\/1CyLaE2\" target=\"_blank\">mega-events<\/a> through seven case studies.<\/p>\n<p>The privatization of <a href=\"http:\/\/bit.ly\/1VpTl1k\">Maracan\u00e3 Stadium<\/a> and the adjacent C\u00e9lio de Barros Athletics Stadium and J\u00falio Delamare Aquatic Park are the first cases presented in the report. The renovation of Brazil\u2019s most iconic football stadium included luxury suites only accessible to the very rich and an increase of ticket prices from an average of R$14 to R$45 in three years. These exclusionary developments break with the <a href=\"http:\/\/bit.ly\/1sbr2VI\" target=\"_blank\">Maracan\u00e3&#8217;s historic role as a democratic space<\/a> that football fans from all backgrounds could access.<\/p>\n<p><a href=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Maracan\u00e3-elitistabo.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-24525 size-content\" title=\"Illustration of private suites at the Maracan\u00e3 stadium\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2015\/10\/Maracan\u00e3-elitistabo-620x264.jpg\" alt=\"\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Maracan\u00e3-elitistabo-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2015\/10\/Maracan\u00e3-elitistabo-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>The construction of the Olympic Park in <a href=\"http:\/\/bit.ly\/1EJxTst\" target=\"_blank\">Barra de Tijuca<\/a> is also cited as a sports complex development that violates the <a href=\"http:\/\/bit.ly\/1SsnfR0\" target=\"_blank\">Right to the City<\/a>. The dossier denounces the massive transfer of public resources to the private sector; a negligent absence of environmental impact studies; the forced and illegal removal of <a href=\"http:\/\/bit.ly\/VilaAut\" target=\"_blank\">Vila Aut\u00f3dromo<\/a>; and the planned future privatization of the area for <a href=\"http:\/\/bit.ly\/1KQH0Lo\" target=\"_blank\">real estate developments<\/a>.<\/p>\n<p>Other cases presented are the private redevelopment of the Marina da Gloria, privatization of the Lagoa Rowing Stadium and the environmental costs of the <a href=\"http:\/\/bit.ly\/1tzpGAO\" target=\"_blank\">Olympic Golf Course construction<\/a>.<\/p>\n<p>The current developments create a privatized sports infrastructure that blocks access to these spaces for the city&#8217;s lower income residents and therefore violates the right to sport and leisure which are fundamental for a healthy life. Access to sports facilities is therefore connected to the <a href=\"http:\/\/bit.ly\/13q7zX9\" target=\"_blank\">right to the city<\/a>: the right of all city inhabitants to use and re-create city spaces.
