{"id":27904,"date":"2016-04-06T08:00:54","date_gmt":"2016-04-06T11:00:54","guid":{"rendered":"http:\/\/www.rioonwatch.org\/?p=27904"},"modified":"2016-05-20T06:45:32","modified_gmt":"2016-05-20T09:45:32","slug":"students-occupy-rio-public-schools-as-state-slashes-education-funding","status":"publish","type":"post","link":"https:\/\/rioonwatch.org\/?p=27904","title":{"rendered":"Students Occupy Rio Public Schools as State Slashes Education Funding"},"content":{"rendered":"<p style=\"text-align: right;\"><a href=\"http:\/\/bit.ly\/22eNWbv\" target=\"_blank\"><strong><em>Clique aqui para Portugu\u00eas<img decoding=\"async\" width=\"20\" height=\"20\" class=\"alignright size-full wp-image-23766\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2012\/08\/PT-e1439583827971.png\" alt=\"\" \/><\/em><\/strong><\/a><\/p>\n<p>Two public high schools in the city of Rio de Janeiro have been occupied by students, protesting against spending cuts to public <a href=\"http:\/\/bit.ly\/1yHzFH2\" target=\"_blank\">education<\/a> that were proposed to curb the <a href=\"http:\/\/glo.bo\/1OPju4E\" target=\"_blank\">state education department\u2019s R$166 million debt<\/a>.<\/p>\n<p>On March 21, after several protests in <a href=\"http:\/\/bit.ly\/1L89HHu\" target=\"_blank\">Complexo do Alemao<\/a>, <a href=\"http:\/\/on.fb.me\/1pnzphp\" target=\"_blank\">Penha<\/a> and <a href=\"http:\/\/on.fb.me\/1McqXXd\" target=\"_blank\">Tijuca<\/a>, students began <a href=\"http:\/\/bit.ly\/1tVeVuR\" target=\"_blank\">occupations<\/a> at public schools Mendes de Moraes in <a href=\"http:\/\/bit.ly\/1V6gjti\" target=\"_blank\">Ilha do Governador<\/a> and Gomes Freire in <a href=\"http:\/\/bit.ly\/1zvuEky\" target=\"_blank\">Complexo da Penha<\/a>.<\/p>\n<p>Many of their demands are similar to those of the <a href=\"http:\/\/bit.ly\/1U3CJLD\" target=\"_blank\">teachers currently striking from public schools<\/a>, citing arbitrary firings of cleaning staff and security personnel, deterioration of school infrastructure, scrapping of humanities and arts subjects, and overcrowded classrooms where there is one teacher responsible for a class of between 45 and 70 students.<\/p>\n<p>\u201cThey want to take away fundamental school subjects,\u201d said Laetitia, 17, one of the students occupying Gomes Freire. \u201cSociology and philosophy are essential today. How can we vote, from the age of 16, without a base for understanding?\u201d<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-27906 size-content\" title=\"Students have occupied Col\u00e9gio Estadual Prefeito Mendes de Moraes\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/20160329_124809-620x264.jpg\" alt=\"Students have occupied Col\u00e9gio Estadual Prefeito Mendes de Moraes\" width=\"620\" height=\"264\" \/><\/p>\n<p>Pupils have been without classes since March 2, when public school teachers across Rio de Janeiro state began their strike. They say they are facing severe job instability due to delayed salaries, increases to pension contributions and poor teaching conditions in schools where resources are diminishing.<\/p>\n<p>\u201cWith this infernal heat, having 50 students in one classroom and no air conditioning\u2026 it becomes impossible to keep their attention,\u201d explained Adno Soares Ferreira Jr, a teacher at Mendes, shaking his head.<\/p>\n<p>He continued: \u201cAll schools in Rio state are now also without security at the doors, which is a huge security issue because many of these schools are not in safe areas and anyone could enter. It\u2019s not something that would happen at private schools.\u201d<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-27907 size-content\" title=\"Students in occupied schools have split cooking, cleaning and security duties among themselves\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/IMG_0268-620x264.jpg\" alt=\"Students in occupied schools have split cooking, cleaning and security duties among themselves\" width=\"620\" height=\"264\" srcset=\"https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/IMG_0268-620x264.jpg 620w, https:\/\/rioonwatch.org\/wp-content\/uploads\/2016\/04\/IMG_0268-940x400.jpg 940w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/p>\n<p>Students at Mendes say the state&#8217;s Education Secretary Antonio Neto contacted them within two hours of occupation on March 21. Later that afternoon, after failing to reach an agreement with the students, Neto denounced the occupations, <a href=\"http:\/\/bit.ly\/1RVG7ox\" target=\"_blank\">calling them an \u201cinvasion\u201d<\/a> and a result of teachers\u2019 \u201cmanipulations.\u201d On March 29, he insisted on <em>R\u00e1dio Globo<\/em> that issues are limited to specific schools and could be resolved internally.<\/p>\n<p>\u201cThe students are the first to suffer the consequences of Rio\u2019s complete lack of investment in education,\u201d commented Cristiane Ferreira, a teacher at Mendes.<\/p>\n<p>\u201cAs teachers, we did not initially support the movement because we are very afraid for our students\u2019 physical wellbeing, as the Military Police in Rio de Janeiro are often violent. But we do believe that they are right to protest.\u201d<\/p>\n<p>Students occupying\u00a0both schools say they have received support, visits and donations from their local communities, as well as from <a href=\"http:\/\/bit.ly\/1RzTT19\" target=\"_blank\">wider online communities<\/a> and support from across the country.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-27908 size-content\" title=\"Students pose in front of signs at Mendes de Moraes\" src=\"http:\/\/www.rioonwatch.org\/wp-content\/uploads\/2016\/04\/20160329_103940-620x264.jpg\" alt=\"Students pose in front of signs at Mendes de Moraes\" width=\"620\" height=\"264\" \/><\/p>\n<p>Marcos, 18, was one of the students to <a href=\"http:\/\/glo.bo\/1ov2feP\" target=\"_blank\">occupy his high school in S\u00e3o Paulo<\/a> for more than two months in 2015 and came to Gomes Freire to help when he heard about the occupation.<\/p>\n<p>\u201cWhat\u2019s happening in Rio now is the same thing that happened in <a href=\"http:\/\/bit.ly\/1t7z3XY\" target=\"_blank\">S\u00e3o Paulo<\/a>,\u201d he said.<\/p>\n<p>\u201cIn S\u00e3o Paulo, the government thought the best way to cut money was to close schools; here, they are maybe not closing schools but they are taking away vital things and ruining students\u2019 educations.\u201d<\/p>\n<p>Like Marcos, students and teachers speculated that Rio\u2019s cuts to education are linked to the upcoming <a href=\"http:\/\/bit.ly\/1pXMFVa\" target=\"_blank\">Olympic Games<\/a>, the financial crisis and the wider corruption scandal.<\/p>\n<p>Jo\u00e3o Victor, the student leading the Mendes occupation, said: \u201cThe government is building a Rio de Janeiro for tourists rather than residents. There is no money for civil servants, teachers or doctors, but the Olympics will happen and the reality is this: there are students sleeping on the floors of their high schools, fighting for their <a href=\"http:\/\/bit.ly\/1MPziFP\" target=\"_blank\">right to study<\/a>.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-27909 size-content\" title=\"Students meet discuss future actions\" width=\"620\" height=\"264\" \/><\/p>\n<p>Jo\u00e3o and Marcos both hope that the occupation movement will spread, feeling that students\u2019 efforts so far have not been sufficient to trigger genuine discussions with the state on the issues they are facing.<\/p>\n<p>But students and teachers alike are also wary of potentially violent repercussions in response to their actions, <a href=\"http:\/\/glo.bo\/225P5SC\" target=\"_blank\">as seen against students in S\u00e3o Paulo<\/a> last year.<\/p>\n<p>\u201cOf course we\u2019re afraid,\u201d grimaced Adno, recalling the <a href=\"http:\/\/bit.ly\/1UPTIBH\" target=\"_blank\">use of tear gas and pepper spray against teachers<\/a> as they demonstrated outside Rio de Janeiro\u2019s legislative assembly a few weeks ago. \u201cWe don\u2019t have a particularly amicable police, or one that respects <a href=\"http:\/\/bit.ly\/1um7WLt\" target=\"_blank\">human rights<\/a>.\u201d<\/p>\n<p>Alessandro, an 18 year old student at Mendes, insisted that fear of <a href=\"http:\/\/bit.ly\/1ZTuC5k\" target=\"_blank\">violence<\/a> won\u2019t stop the students.<\/p>\n<p>\u201cI\u2019m afraid, like anyone else,\u201d he
